Annotations to the projects of the State Customs Committee of the Republic of Uzbekistan
ANNOTATION
Project "Developing of information and communications infrastructure of State
Customs Committee of the Republic of Uzbekistan for implementation of adapted
external trade system by principle of "Single Window"
(l)Object:
- design of concept of "Single window" for further facilitation and automation of customs procedures;
- modernization and completing information and communication infrastructure of State Customs Committee of the Republic of Uzbekistan for implementation of adapted external trade system by principle of "Single Window" which one simplify realization of procedures concern certification and customs clearing of external trade operations;
- ensuring of data storing reliability and increase of effectiveness of analytical information received from customs posts through on-line regime.
(2) Description:
- delivery of server equipment;
- placing of equipment and putting it into operation in State Customs Committee and 15 Regional Customs administrations of the Republic of Uzbekistan;
- training courses for customs officers on exploitation of server equipment and technical service providing;
- increase of smooth work of Customs automated information systems and data
security service.
(3)Location: State Customs Committee and 15 Regional Customs administrations of the Republic of Uzbekistan
(4) Budget: apporoximately 1.2 million USD
(5) Financing: technical assistance,grant
Financing is required in 2012 in part of project realization on arrangements, indicated in description of project (item 2).
Special sites for exploitation of server equipment along with power supply will be prepared by State Customs Committee of the Republic of Uzbekistan.
(6) Duration: 2012.
(7) Effectiveness:
- perfection of smooth work of Customs automated information systems and data
security service on high technical level;
- facilitation of external procedures for foreign trade activity participators.

(10) Previous experience in realization of similar projects:
Participation of State Customs Committee of the Republic of the Uzbekistan in international assistance program "Export control and related border security".
With support of provided in frames of above program equipment, Uzbekistan Customs has secured the work of automated systems, which ones currently facilitate external trade operations for foreign trade activity participators.
(l)Object:
- acceleration of the procedure of customs examination of large-sized objects on check points at the expense of implementation of modern large-sized scanning systems, receiving of data on contents of cargos and vehicles without intrusion and reloading.
- reinforcement of transportation security at the expence of effective inspection of vehicles and cargos, crossing the customs border of the Republic of Uzbekistan.
(2) Description:
- delivery of large-sized X-ray scanner;
- assembling and implementation of large-sized scanning equipment at 3 border customs check points;
- training courses for customs officers on exploitation of equipment and technical service providing.
(3) Location: 3 border customs check points of the Republic of Uzbekistan.
(4) Budget: apporoximately 4.4 million USD.
(5) Financing: technical assistance, grant.
Financing is required in 2012 in part of project realization on arrangements, indicated in description of project (item 2).
Special courtyard for exploitation of scanning equipment along with power supply will be prepared by State Customs Committee of the Republic of Uzbekistan.
(6) Duration: 2012.
(7) Effectiveness:
- growth of trade turnover via Uzbekistan;
- ensuring effective examination of transport means and receiveing data on contents
of cargos and vehicles without intrusion and reloading;
- increase of traffic capacity and effectiveness of customs examination of the cargos at the expence of reduction of time for examination from 3-5 hours to 10-15 minutes (more than 20 times).

Previous experience in realization of similar projects:
"The project of Installation of X-ray scanning equipment at the check points of Uzbekistan borders with neighboring countries in the Republic of Uzbekistan (Phase 1)"
In frames of above project 2 complete sets of large-sized equipment have been installed at customs check points "Oybek" of Tashkent regional customs administartion and "Ayritom" of Surkhandariya region. As a result, at abovementioned check points the time for customs examination of vehicles has decreased. Installation of the equipment allowed to substitute manual labor of customs staff, as well as to reduce human factor at cusoms examination.

- control for illicit trafficking of drugs, explosives and other prohibited goods through borders of Uzbekistan;
- facilitation of customs control of passengers via border customs check points.
(2) Description:
- delivery of examination X-ray scanners;
- assembling and implementation of scanners at 11 border customs check points;
- training courses for customs officers on exploitation of equipment and technical service providing;
- ensuring effective examination of hand luggage and baggage conveyed through customs border of the Republic of Uzbekistan, and receiving information on content without intrusion.

Examination time for hand laggage has decreased from 10-15 minutes to 1-2 minutes.
