With a view of perfection of social protection mechanisms of children rights and interests who have remained without care of parents, children-orphans, and also children with various deviations in physical development accepted a number of Decisions of the Cabinet Ministers of the Republic of Uzbekistan which are being consistently implemented into practice.

In the system of national education of the Republic of Uzbekistan comprehensively considers maintenance of their right for reception of a quality education and granting them equal possibilities for development with the contemporaries.

In connection with development of alternative family forms of children device who have remained without care of parents, reduces the quantity of traditional houses as «Mehribonlik».

For today in Uzbekistan function 26 houses of «Mehribonlik» where are brought up 2536 children who have remained without care of parents.

In all houses of «Mehribonlik» created conditions approached to the house. From 26 children's homes reconstructed or capitally repaired – 19, from them translated in new buildings – 3. All houses «Mehribonlik» provided by special buses of mark «ISUZU».

Two small Children's towns constructed in the cities of Andijan and Gulistan where live and brought up in family cottages 150 children. In each family from 6 to 8 children who have remained without care of parents. There created Children's homes of family type, them in republic – 6, in Navoi – 3, Bukhara, Khorezm and Surkhandarya areas – on one children's house.

In 89 special establishments for children with physical or mental deviations in development are trained and brought up 18460 children with deviations in development.

In 23 boarding schools of sanatorium type annually restore health 6970 children.

All children who are trained and brought up in special educational institutions, are on full state maintenance and are free of charge provided with a food, clothes, textbooks and school-writing-materials.

11463 children with various deviations in health get education in-home. For children trained in-home creates necessary conditions, each of them is provided by a school desk, a board and school-writing-materials.

For training of children involved 21 thousand qualified teachers and experts in-home.

In special educational institutions with pedagogical activity occupies 3769 teachers and 2163 tutors. For maintenance with highly skilled experts of educational institutions in 5 pedagogical High educational institutions of the country opened defectology chairs.

The quantity of children trained in special educational institutions, last years is reduced in connection with stage-by-stage introduction of including formations. For today about 300 preschool and school educational institutions have introduced including formation.

Together with Republican children's public fund «Sen yolgiz emassan» and the Republican centre of social adaptation of children are held the international forums in 2007 on a theme «Prospects of development of system of social protection of children in Republic Uzbekistan» and in 2008 «Including formation and modern lines of development of social support of children», their recommendations are introduced in practice.

Annually together with fund «Sen yolgiz emassan» is spent «the Presidential fur-tree» for pupils of houses «Mehribonlik», children's homes of family type, «SOS» - children's village of Uzbekistan, houses «Muruvvat» and children's homes, children-orphans of 3-15 years living in mahalla where to all children are handed over Presidential gifts.
